In 2024, Eno played a pivotal role in shaping the future of transportation by delivering independent research, expert analysis, and impactful leadership programs that informed key decision-makers and strengthened the industry. Our work also laid the groundwork for continued advancement in transportation policy and innovation, equipping leaders with the knowledge and tools to navigate emerging challenges and opportunities in our increasingly complex industry.

As the newly appointed President & CEO and Chair of the Board of Directors, we are honored to lead Eno at such a pivotal time. As we look forward, we recognize that Eno’s impact is built on the dedication of those who came before us. We appreciate all who have contributed to Eno’s legacy and especially thank former President & CEO Rob Puentes and Board Chair James Burnley for their outstanding stewardship over the past decade.

In 2024, Eno continued to provide independent, non-partisan research and analysis that informs decision-makers and shapes the future of transportation. Our flagship publication, Eno Transportation Weekly (ETW), remains the gold standard for transportation policy insights, equipping industry leaders with the knowledge needed to navigate evolving challenges. Through in-depth analysis of key legislative developments, industry trends, and multimodal policy shifts, ETW plays a critical role in fostering informed discussions across the sector.

We also expanded our research efforts to address pressing transportation issues, including our Success Factors in Private Contracting report, which explored the benefits of public-private partnerships in transit service delivery. Our Transportation at the Ballot Box initiative provided invaluable insights into voter sentiment and public investment trends, helping stakeholders understand how transportation policy is shaped at the ballot box.

Leadership development remains a cornerstone of Eno’s mission. This year marked the triumphant return of the Leaders Development Conference (LDC), bringing together emerging transportation professionals for an immersive experience in Washington, D.C. Additionally, we launched AirMAX, expanding our renowned Multi-Agency Exchange (MAX) program into the aviation sector, providing vital leadership training to airport professionals. Programs like Eno/MAX and Transportation Senior Executive (TSE) continue to cultivate bold, forward-thinking leaders who will drive the industry forward.

Eno’s commitment to fostering insightful policy conversations was further demonstrated through our From Lighthouses to Electric Chargers series, examining the historical influence of U.S. presidents on transportation innovation. By drawing connections between past leadership decisions and modern challenges, we continue to offer valuable context for policymakers shaping the transportation systems of tomorrow.

Success Factors in Private Contracting

Eno’s report found that the public sector has the potential to improve transit services and/or lower costs when it enters into contracts with private firms to provide transit services. Contracting also enables transit agencies to tap into the expertise and experience of firms, who are typically providing similar services for other transportation organizations. This report as well as Eno’s related webinar, highlighted how a positive and healthy relationship between a public agency and a private contractor can help achieve the best outcomes for the agency, contractors, their workers, and the riding public.

Transportation at the Ballot Box

Eno's Transportation at the Ballot Box initiative is a vital resource for tracking transportation policy and investment nationwide. By analyzing hundreds of transportation-related ballot measures, Eno identifies key trends in public funding preferences, informing decision-making at all levels. The initiative quantifies billions in potential transportation funding, highlighting its impact on infrastructure development. Additionally, its insights into voter sentiment across regions help shape more targeted and effective transportation policies.

Return of the Leaders Development Conference

Since 1993, the Leaders Development Conference (LDC) has bridged the gap between research and implementation, equipping graduate students with an insider’s view of transportation policy in Washington, DC. After a hiatus due to the COVID-19 pandemic, LDC returned in 2024, reconnecting emerging leaders with top policymakers and industry executives. Through immersive discussions and hands-on learning, participants gained critical insights into how policy decisions shape the transportation sector. With its revival, LDC continues to prepare the next generation of transportation professionals to turn research into real-world impact.

The MAX Model

Eno's Multi-Agency Exchange Expands to Airports

The inaugural year of AirMAX was a resounding success, graduating 24 industry professionals and proving its value in advancing airport leadership. Strong demand has already driven expansion, with Philadelphia International Airport joining in 2025, and even greater growth anticipated in 2026.

Participants praised AirMAX for its high-impact leadership development, invaluable networking, and direct engagement with industry executives. Evaluation data reinforced the program’s effectiveness, highlighting Eno’s coaching, professional development support, and real-world application through collaborative business projects.

The pilot year also introduced a hybrid business project model, allowing airports to choose between group or individual projects based on their leadership goals. Group projects emphasized collaborative problem-solving, while all projects culminated in presentations to airport leadership, earning positive feedback and potential pathways to implementation.

With momentum building, AirMAX is quickly becoming a premier program for shaping the next generation of aviation leaders.

Eno/MAX brings together senior transit professionals to tackle industry challenges through peer collaboration, executive coaching, and real-world problem-solving. Unifying LA Metro’s Information Design + Data Processes for a More Connected Transit Experience

As part of her business case, Melissa Rosen identified a critical challenge: inconsistent rider information makes navigation harder and creates a disjointed transit experience. Without a unified approach, agencies risk falling short in serving their communities effectively. She emphasized that how easily people navigate the system directly impacts LA Metro’s brand, reputation, and core mission of providing equitable transit service.
Melissa didn’t just develop a strong proposal—she elevated the process. She meticulously broke down each step, conducting extensive research across multiple agencies, both within and outside the program. Her commitment to a data-driven, user-focused approach exemplifies the kind of leadership that will help shape the future of transit in Los Angeles and beyond.
